URBAN EXPANSION DYNAMICS: ACCELERATIONS AND SLOWDOWNS OF THE COLLABORATIVE GOVERNANCE
Abstract
This article analyzes the updates to the Communal Regulatory Plan of Melipilla, Chile, between 1988 and 2016, as a case study to determine which actors intervene in territorial management and what characteristics governance adopts in this area. Through in-depth interviews, documentary analysis, and unpublished cartographic resources, the study identifies mechanisms of de-institutionalized and unequal influence between public and private actors, which detract from existing institutional mechanisms designed to channel citizen participation. This leads to the conclusion that a disparity exists between the formal characteristics of territorial planning and the informal dynamics among the actors involved.
