Abstract

The implementation of Public Administration activity requires the cooperation between different actors. Public authorities, citizens and employers carry out a key role in aspects such as providing/receiving services, as well as in the required accountability/control which occurs during the process of decision and implementation of public policies. This paper analyzes, from a legal and politological perspective, the Spanish configuration of the publicity and transparency principles in an essential area of public activity, such as the contract area. The paper also aims to show how the strict compliance of those principles may contribute to the necessary general recovery of trust in public institutions.
